2010 State Cup Rules (click to view) (PDF) NOTE: Rules of specific interest for Referees are highlighted in Yellow. Substitution Rule: Effective with the Fall 2009 season the substitutions will be as follows: 10.3.3 With the referee's permission, a team may substitute or re-substitute any number of players at any stoppage in play. This rule change is for all levels of play including, State League, State Cup, President’s Cup, CYS Cup, Option 1, X-Quad, and all recreational leagues. |

CYS State Cup and Presidents Cup Game Report Card Instructions and Examples: |

Links to two examples of the Game Report cards that will be used during the State Cup are provided below. The Game Report cards that you will receive will be prefilled with the competing teams and assigned officials. The first card example is for a 1st Round Preliminary Game. The second card example is for a Semifinal game. The major difference is that for the preliminary rounds there are fields to complete for assessing the sportsmanship of the two teams. Please do not take these onto the field while you officiate, but keep them in a dry spot during the game. Complete and sign this card after the game has been completed. The second card, which is also the same format for Quarterfinal and Final games, is to record the result of Overtime and Kicks From the Penalty Mark (KFTPM), if necessary. Note that the final score for games that end in a tie after completion of the full overtime period will have the final score shown as the tied score in the Home and Away Final score boxes. In the Overtime & KFTPM portion of the card, check the fact that the game went into overtime and report the appropriate Overtime scores. If the game ends with the completion of KFTPM, report the final score of the kicks in the appropriate boxes. |

CYS State Cup and Presidents Game Report Card (Quarterfinal/Semifinal/Final Round) (PDF) Sample NOTE: If it becomes necessary to Send Off a Coach or other non-playing Team Official in the technical area, on the Game Report Card enter a Send Off code of (IB)-Irresponsible Behavior. For any Send Off, including Coaches and Team Officials, you must complete the USSF Referee Report and Supplementary Report immediately after the game and turn it in to the Tournament Staff with the Game Report Card.
